ITU Meeting Live

Derek Bambauer, Berkman Fellow, is reporting live from the ITU meeting in Geneva.  Today Derek presented "A Comparative Analysis of Spam Laws: the Quest for a Model Law," a paper that he co-authored with John Palfrey and David Abrams. The paper focuses on the potential nature of the legal regulation of spam, specifically the importance of harmonizing of a model spam law. Spam presents a significant challenge to users worldwide, and policymakers are increasingly looking to collaborative enforcement as a solution.  Derek reports back that the paper was well-received, and that ITU participants agreed on the need for a multi-modal solution (law + tech + education) and on the critical role of enforcement.
