Luis Salas
Luis Salas is an expert on Latin American justice systems. He received a B.A. from North Carolina State University in 1968 (in Political
Science) and a J.D. from Wake Forest University in 1971, serving as the editor-in-chief of the Wake Forest Law Review. He joined Florida
International University (FIU) in 1975, and is now a full professor in the College of Urban and Public Affairs. In 1985, he was named director
of the Center for the Administration of Justice at FIU, which supports local efforts to strengthen and invigorate fair and independent justice
systems by working with public officials, scholars and practitioners in Latin America. As Director of the Center, Professor Salas has overseen
over $8 million in grants from national and international organizations to provide assessments of and policy guidance to governments in the
region. Professor Salas has been a consultant to a number of state, federal and international organizations, as well as private consulting firms,
including USAID and the Inter-American Development Bank, and is the author or co-author of five books and a number of articles on Latin
American justice systems.
