Harris Chen

Harris is currently a Taiwanese public prosecutor at Chiayi District Prosecution Office, specializing in IP crimes, sexual crimes, drug trafficking and insurance fraud. Prior to his service as a prosecutor, Harris had practiced law as legal consultant for the Airforce,court notary and attorney at law.

Harris holds MBA degree in Intellectual Property from the Institute of Intellectual Property, National Chenghci University, Taiwan (2005), with the honor of the Best Thesis of the Year in terms of refining patent litigation procedure. While at graduate school, Harris was intensively involved in projects of IP value appraisal as well as judicial reform of IP litigation in Taiwan. He also holds law degree from Law Department, National Taiwan University (1997).

As an active prosecutor, Harris has participated in several projects from major transnational illegal assets recovery to local anti-fraud education. He also serves as regional delegate of Prosecutors’ Association of Taiwan, and has represented Taiwan attending several international conferences for prosecutors. In 2011, he also worked as editor and co-writer for the history book of his district that has just been published.

During leisure time, Harris enjoys Chinese calligraphy and his work has been widely recognized. Baseball and basketball are his favorite sports while playing ping-pong and jogging for exercise.

At the Berkman Center Harris will research evidence on cloud computing and internet privacy relating illegal asset recovery.
