Free Expression on the Internet

Internet censorship is in direct conflict with free of speech. Yet there are well-accepted limits to freedom of expression in every country around the world. Given the inherent flaws in filtering technologies that lead to over- and under-blocking, how should decision-makers approach this issue? Which countries are handling this well? What would the attributes of a best-practices approach to filtering be?
