The linkages between information and communications technology and economic development are well accepted but largely undocumented and poorly understood. How significant is the impact of Internet censorship on the potential benefits from growth-enhancing ICT investments? What is the scope for using this angle as an effective argument for limiting the spread of filtering? How can these linkages best be established and quantified?
