If there are 19 seats, they should all be up for election each time there
is a vote so that 1/19th the members can elect a representative.
If only 6 members are elected in a given year, you may need 1/6th the vote
to get elected, etc. You would still have stability under a proportionate
system since most incumbents would be re-elected even if their relative
standing in the vote dropped. This is especially true with a system
such as STV or "single transferable vote." The effect
is upon the candidates with the least support. (Eric Weisberg, Jan.14)

I want to maximize the chance of electing someone who will represent small
ISPs (such as Patrick Greenwell). I will have a much better chance
of doing so if 19 seats are to be filled than if there are only 6.
And, I will be part of more than one constituency which finds expression
in a diverse group. I may not be part of any constituency which requires
at 1/6 of the vote. (Eric Weisberg, Jan. 17) A shuffling practice
with different serving times among board members is best for continuity.

quota is filled. Other candidates from that region are then eliminated?

gets deleted if that person's region has already met the quota? Conversely,
which unit has to make up for a missing region in its slate of candidates?
What happens if a Director leaves office early and there is no available
candidate from an unrepresented region? Is there a less complicated
