  • Case Studies

    The Regulatory Reform Unit of the Telecommunication Development Bureau (BDT), conducts every year case studies on various regulatory aspects of telecommunications and ICTs in response to a growing demand from the ITU membership for regulatory best practice guidelines, and to complement the annual publication Trends in Telecommunication Reform. The theme of the case studies is identified by participants to the annual Global Symposium for Regulators (GSR).

  • GSR 2004: Licensing, spectrum, spam, and Internet Convergence

    Best Practice Guidelines for the Promotion of Low Cost Broadband and Internet Connectivity:

    We, the regulators participating in the 2004 Global Symposium for Regulators, have identified and proposed best practice guidelines to achieve low cost broadband and Internet connectivity. Our goal is the creation of national regulatory frameworks that are flexible and enable competition between various service providers using multiple transport and technology options. We believe the best practices outlined below will help bring social and economic benefits to the world’s citizens.

  • GSR 2003: Universal Service/Access

  • Global Symposium for Regulators, 8 - 9 December 2003, Geneva, Switzerland: The 4th annual Global Symposium for Regulators (GSR), organized by the Telecommunication Development Bureau (BDT), focused on Practical tools regulators can use to increase universal access to ICTs.

    The regulators from more than 80 countries gathered in Geneva for this event. Participants included international organizations such as the European Commission, the World Bank and the World Trade Organization, as well as academic and non-governmental organizations. Participants prepared a blueprint of what should be done to ensure that global access to the tools of communication is extended to all of humanity. The GSR Universal Access Best Practice Guidelines were delivered to the first World Summit on the Information Society in Geneva 10—12 December.

  • Telecommunications Regulation Handbook : Completed in November 2000, this Handbook provides regulators with a reference source on the main telecommunications regulatory practices and procedures currently utilized around the world. It focuses on 'best practices' available to implement clear and effective regulatory reform initiatives required for the introduction of competition, privatization and more efficient telecom markets in emerging and industrialized economies. It includes introductory descriptions and overviews of the regulatory methods employed by regulators in different countries. It can be found online here.

  • World Trade Organization

  • Training Workshop, 1-3 and 6-7 DECEMBER 2004
    ITU/WTO Workshop on Telecom and ICT Regulation: Designed for developing country government officials with regulatory responsibilities, the workshop will provide a detailed overview of the WTO provisions relevant to telecommunications and to information and communications technology (ICT). It has been scheduled to take place just before the ITU Global Symposium for Regulators (GSR) to facilitate the participation of national regulatory authorities.

    The Workshop is a pilot effort in the formulation of a specialized training course for capacity building in the area of telecommunications and ICT regulation. Its purpose is to enable telecommunications regulatory authorities from developing countries to better understand the implications of the WTO for their work and to improve skills and techniques for its implementation at the regulatory level. The Workshop will rely extensively on interactive exercises and case studies in which participants will take an active role.
