		1. Approved by all eight registries 2. Attempts to balance the need for representation of all registries while at the same time providing some increased representation for registries that may be impacted more by decisions. 3. Except for NC elections, ensures that majority support is obtained from each of these groups: sponsored registries, unsponsored registries and the constituency as a whole, the latter only using the ranked voting procedure.
