Regulation
"In 2000, the Florida legislature passed an amendment that stated, 'No school district or publisher may participate in a pilot program of materials being considered for adoption during the 18 months prior to the official adoption of the materials by the Commissioner of Education.'” (Fordham 2004, 27-28)
