[h2o-discuss] liquid waste?



since this list discusses H2O and property law and
the public domain, perhaps this is pertinent?

"Shetland [Island]'s water utility, the North of Scotland Water
Authority, is required to
keep stocks of bottled water in case the normal supply fails. When
a batch of
this bottled water reached its "best before" date earlier this
year, NOSWA took
it along to the local landfill site to be dumped. 

"But the local authority, which runs the site, refused to accept
the bottles
because the site was not licensed to take "liquid waste". NOSWA was
told to
empty the water into its own reservoir and bring back the empty
bottles to the
landfill site. 

"A spokesman for the local authority said that the problem would be
overcome
later this year when the islands' new waste-to-energy incinerator
becomes
operational. Unlike the landfill site, this will be licensed to
handle liquid
waste--so the water can be safely burnt." 

This appears to be another one of those contradictions
in property law engendered by treating the public domain
as private real property, and by exaggerating the role of the
one who "masters" and thus owns the property.
