I like John's idea but offer the following variations.

2a) A reproducable copy be lodged with a public repositry (Library of Congress 
perhaps?) as part of the registration.

2b) The Registration fee be sufficient to fund the repositry's maintainance of 
the lodged copy for the next (Y) year period.

2c) in the case of unique works, such as paintings and sculptures the deposit 
can be replaced with a sworn affidavit under penalty of perjury that the work 
is unique. Perhaps require a photograph of the work.

In addition I would also set X and Y to 7. X should be less than 10.
