7.1 Can AL members propose changes? If so, how and under
what constraints? (Diane Cabell, Dec. 26) Should at large members
be able to open discussion fora on specific issues, even issues not related
to Board Members election, or changing ICANN's Articles of incorporation
or bylaws? (Daniel Kaplan, Dec. 29)
